In Indian Air Force a person who had done Diploma and had served in 10 years of experience in same field is given a certificate stating that the Diploma is equivalent to Degree of Engineering. I also tried through our departmental channel. Our department opened a file and they asked Ministry of HRD for the letter which I quoted. The HRD refused, stating that the letter is not presently tracable. Min of Education was the originator of this letter in 1971 and further Min of Education was merged with Min of HRD.
